The best predictor of intelligence in people of African descent is the degree to which they are exposed to modern concepts. Not percentage of European genes. There are people of African descent who were adopted by Europeans and who developed into highly intelligent and sophisticated people, becoming doctors, lawyers etc.

There are others whe are mostly European genes who were adopted into low socio-economic social groups, and grew up as dummies.

New Scientist had an article in which the results of cross'racial' adoptions were analysed, and the resultant level of intelligence and sophistication depended overwhelmingly on the sophistication of the adoptive parents - not on the 'race' of the child.
