an Armed society is a polite society.
I don't remember in which "Conan" opus it's said something to the effect that barbarians are more courteous than civilized folk because they are conscious of the fact that the other guy is apt to split their skull if they are too disrespectful.

Always have law enforcement confront mass murderer. Bull horn and hiding behind an SUV should work. He/she will most likely shoot themselves, saving us a lot of $. We already know the solution, no research will help. Just collect all the guns.
