I think that can be a sign of bloat, and is because universities try to do too many different things. It's not that they have too few resources, it is they spread them out too thinly. If you have a charge (or number of charges that you are bound by law/policy/charter/etc. to provide) and your resources are spread too thinly, then you have inadequate resources!

The doctrine of neoliberalism that is followed in the US, Australia etc, has seen a reduction in the level of core funding and resources that most state education institutes and universities receive from government. Universities are required more and more these days to source funding from external sources. I.e. it's just a big market in education. I meant 4x1h in the 8h window. I actually work with my hands. We don't have robots to do it. On industrial scale it has pumps etc and filtrations are automatic. But it's not faster on 100kg vs 100g.
