I was six days old when I was on my first scout outing in the woods, and continued till I was in my twenties. My group consisted of mostly atheists and atheistic minded people, although one of my friends from that time became a priest, to my great surprise. Both my girls are scouts, and obviously their group doesn't have too much of a religious agenda.
The variation is huge, even within Finland there are groups with a strong religious agenda and groups where religion is no issue at all, or even a disturbing element. I believe international differences can be even bigger.
But as Tero pointed out, the Scout oath in Finland still has the "I will love my God..." in it. I hated that when I was a kid, but once someone pointed out that I can freely define what "my God" is, I started thinking "scientific world view", and managed. But I still would like to get a version of that, that would suit atheists better.
