SECTION 1. SHORT TITLE; SENSE OF THE CONGRESS.
(a) SHORT TITLE- This Act may be cited as the `Prescription Drug and Medicare Improvement Act of 2003'.
(b) SENSE OF THE CONGRESS- It is the Sense of the Congress that the Congress should enact, and the President should sign, legislation to amend title XVIII of the Social Security Act to make improvements in the medicare program and to provide prescription drug coverage under the medicare program.

Here - the polls about the debate point to people mainly seeing it as largely a draw - a bit of an edge to Biden, depending. Last week, 2/3 of those watching the debate saw it as a clear win for Romney.

Romney: Why Bain Capital is Relevant
Many pundits in mainstream media debate the fact that Romney’s tenure at Bain Capital is not relevant to the political battle that is being conducted for the presidency of the Unite States.
They proclaim that it was a few years back and even so that he was “highly successful” and had a track record that most would envy. He made Bain Capital, it’s partners and many investors very wealthy. I don’t argue that point at all, he indeed was successful at carrying out the objective of the company and that was to make tons of money in as short a time as possible for them to realize their Return On Investment (ROI) and build wealth.
By that standard of measure he was very successful and Bain Capital was a success, but that is only part of the story, the part that pundits focus on and shout his success from the rooftops. There is a more gruesome aspect to Bain Capital’s success under the direction of Romney that pundits don’t want to acknowledge and that is they destroyed the companies they invested in to realize those highly profitable ROI’s.
Romney claims to have identified companies in trouble and he and his investors would then acquire an interest in the company to turn it around. However, many of the companies they acquired or invested in were not in trouble, in fact they were successful and had been successful for many years. Bain Capital under the direction of Romney executed leveraged buyouts or became a trusted consultant for a company under the guise of helping them expand their business. Bain Capital provided “expertise” in how to streamline operations and cut costs (lay off workers) to make the companies appear more profitable.
The companies soon found themselves stacking up debt and taking out huge loans against the assets of the company. Romney and his partners would then pay themselves huge fees from the coffers of the company and pull out their initial investments, along with a sizeable profit and be on their merry way adding to the success of Bain Capital but at the detriment to the companies they were supposedly “helping.” All along touting himself to be a job creator when he was just the opposite a job destroyer! In some cases the jobs they destroyed cost the federal government, translation tax payers, millions of dollars.
ARMCO Steel was a 105 year old company when they were taken over by Bain Capital in 1993. Bain Capital had the company issue $125 million dollars in bonds and paid Bain Capital a $36 million dollars in dividends in 1994. Bain merged the company with other companies in the industry, such as a mill in South Carolina and formed GS Technology (GST Steel) the company debt grew to $368 million dollars. In 2001, that debt grew to $500 million dollars and the company could no longer service the debt and filed bankruptcy. They informed the 750 employees they had lost their jobs and that the company would not provide life or health insurance, no severance pay or their pensions. In 2002, the federal government (tax payers) bailed out the pension fund in the amount of $44 million dollars, providing partial pensions for former employees of the company. SUCCESS FOR ROMNEY AND BAIN CAPITAL, FAILURE FOR AMERICAN WORKERS AND TAX PAYERS!
