My understanding is that meiosis is requisite for sex, lest the progeny all be tetraploid.... then octoploid..... then fucking big numbers-ploid. But you know that, silly girl.

HWE only applies within a single generation, it can't be used within familial linkage studies because the allele frequencies always change between generations. However it is a good indicator of whether genotyping error has occured (usually type I), indicative of selection pressure (affecting allele frequency naturally), non-random mating (like them thar redneckz), etc.
Basically it means something else is going on if there is a significant deviation from HWE. You also have to be careful in what test you use to detect deviation, i.e. [math]/chi[/math]2 or Fishers-Exact test.
