I seem to remember that Reagan's "expert" advisers were aghast at what he shook hands on with Gorbachev, suspecting a trick.
You have to give Reagan credit for recognisng that Gorbachov was sincere, and that there was a historic oportunity.

Always. That's the whole tragic point of the democratic process. Blame the voters for the ineptitude of the people they put in power. They chose and the majority of them couldn't wire a fucking plug, let alone appreciate the subtle complexities of international politics, nuance, give and take, compromise and diplomacy. In fact it seems to me the only reason people vote at all is so they know who they can complain about by saying "well I didn't vote for him!"

IMHO, it also has something to do with the specifics of the democratic process in any given environment. The USA seems to be locked into a bi-partisan model, even though there is obviously a much wider (and more complex) spread of political positions in evidence, even within the two main parties.
