Well, not quite. It's not that Mueller was unable to reach a conclusion, but rather he was not allowed to because of the absurd DOJ guideline that says a sitting president cannot be indicted, which effectively puts him above the law. According to over a thousand former federal prosecutors, the Mueller report had enough to indict Trump on obstruction charges. There is also the matter of the campaign finance laws that he and his former lawyer Michael Cohen violated, for which Cohen is going to prison for three years.
So thanks to this utterly ridonkulous DOJ guideline, our president is basically a king, albeit with term limits...

At a student summit hosted by the conservative group Turning Point USA, the president stood before what looks, to the casual observer, very much like the US presidential seal. A thorough examination by the Washington Post, however, reveals some odd tweaks to the image.
First, the eagle has not one but two heads – making it look a lot like Russia’s coat of arms. And instead of holding arrows, as the bird does in the US seal, it’s holding golf clubs.
In other words, a proud presidential symbol was apparently reworked to shame Trump over two of the biggest targets of anti-Trump criticism – Russian involvement in the 2016 election and excessive golfing – and it was displayed behind the president for all to see.
How this happened remains a mystery. The Post spoke with a White House representative who said officials hadn’t seen the image in advance. A spokesperson for Turning Point USA, meanwhile, told the paper he was stumped as to the origins of the image, characterizing it as “a last-minute A/V mistake”. “I can’t figure out who did it yet,” the spokesman said, adding that he didn’t know where the image had come from.

Closer inspection of the symbol finds the Spanish words “45 es un titere” in place of the U.S. motto.
In Spanish, the words on the doctored symbol mean, “45 is a puppet,” the Post noted.

As to what law forbids it, the only thing that makes sense is that Mueller is really so stupid he had to ask repeatedly for questions to be restated, and didn't remember who 'Fusion' was.
He probably isn't that stupid, so my guess is that it is due to ongoing investigations. All those sealed indictments, all these Q rumours...
More likely he is just an idiot, but it nearly fits that he asked AG Barr for a letter describing his limits to his testimony, refused to talk about many things which could (maybe?) be explained by being bound by an ongoing investigation...but that sounds a bit unlikely.
He can't exonerate, because it's never been done in US law. He made it up to generate headlines.

Mueller had a task and completed it. If he found evidence of money laundering etc he passed them on to the FBI. He is an employee and even of not working anymore under his contract, he cannot go beyond his job description. We passed laws for special council after Ken Starr went over the line and found a blue dress with a stain on it.
