So, the laws introduced by some countries and voiced by some politicians to condemn 'Race hatred' (by name) are based on a false premise?

I can't think of one anti-discrimination law right now that agrees with racists that there are distinct human races. They just make it illegal for individuals, businesses and institutions to discriminate on the basis of race.
