Yes, it was a old design, googled it - doesn't mean it wasn't a American old design. Saw an article that had a recording of the Turkish military warning the pilot not to enter Turkish airspace. It did, if you think that what is given to the press is the truth. I would give it a fifty percent chance of being true.
