This is actually a tricky distinction.
Women (most of them) like to be admired, and will routinely go to great lengths to look good. When a guy admires a woman's looks and makes a polite compliment, it will make that woman feel good, and the comment is then positive.
There is a line to be drawn, of course. Some comments are too sexual, and can cause offense. How sexual is too sexual rather often depends on the woman. Some women actually enjoy quite sexual compliments, while others get deeply offended. Then there is the guy who the woman finds very unattractive. If this guy compliments her on her looks, she is likely to be offended. Knowing where to draw that line is really, really difficult, and it is not surprising that a lot of guys will cross the line. This is frequently quite inadvertent, with the guy not actually wanting to cause offense.
I would say a little tolerance on both sides is appropriate.
