That wouldn't work if your tax rate was lower than 50%. And in our neoliberal capitalist societies our top tax rate is less than 50%. So you'd be losing money by donating to charity as a tax offset, as opposed to just selling the artwork.

Honestly I don't know. Her presentation seems fantastical, but the shadiness of the art world in this regard is well established elsewhere.

When the price of essentials like food, utilities, petrol, and rent etc increase, either due to inflation or gouging, then "spending will rise right along with prices."
