I guess it's just a measure to condemn the president's racism on behalf of the electorate and to emphasise that the the House doesn't condone racism no matter who it's from. But you're right in as much as it's not going to change anything as far as Trump is concerned - he'll still continue to act like an entitled racist anyway.
