Could a volcano be deliberately ignited?
Say you drilled, using underwater technology the Russians already possess, through into a volcanic magma chamber or adjacent to one. And filled a area close to the magma with injected heavy crude oil....for a couple of weeks? Would that be enough?

Crude oil wouldn't do much, in the absence of oxygen.

Developing weapons that shoot darts for up to 18 metres under water is nowhere near the ability of getting a thousand tons of oil to ignite without oxygen 2000 metres below sea level.
