They can't force you to go anywhere with them, like to the police station, without arresting you. You can go voluntarily, but if they say "we're taking you downtown for questioning" and you say "fuck off and die, flatfoot" they can't do a damn thing to you unless they arrest you. They can arrest you and take you into custody on probable cause, and they have some period, whether 48 or 72 hours, to charge you. Act suspicious, get questioned in the streets give unreasonable answers or refuse to cooperate expect to get arrested. I got stopped by the police at rail station as apparently I was looking nervous pacing up and down with a large sports bag. Police asked to have a look in the bag (yes anti terrorism legalisation does allow this). They asked if I had any weapons in there and I did , 3 latex rubber daggers and a latex broadsword. They asked me what they were for and I could have said none of your business I know my rights and been an arse. If I had done so the police would have been completely in their right to have arrested me even through carrying latex weapons and being an arse isnt a crime its still somewhat suspicious behaviour.
