While having large amounts of cash out an airport on you may be legal, not giving a good reason as to why you are carrying it as certainly going to involve a trip down the police station to find out if you are involved in drug deals , money laundering etc.
It's bloody obvious why you would be required to declare in leaving/entering the country and anyone stupid enough to carry that much cash (whether they declare it or not) deserves everything they get

I don't think the it's a question of believing her or not believing her. She may be lying. The question is burden of proof, which is on the government. There are few good reasons to try to get that amount of money into a country without the authorities knowing about it.
