How do you understand the mechanism by which viruses jump species in nature?
You do research.
That is the basic meaning of Gain of Function. Not what the fear-mongering politicians would have you believe.

It would be like stopping research in Chemistry because someone might abuse the technology to make Chemical Weapons. It makes more sense for the US to be involved in what is happening worldwide, so they know what's going on. Wuhan is a perfect example. The few pennies given over by the US to that lab made no difference, and certainly if the Chinese were trying to make a weaponised virus - it would be an order of magnitude worse than the COVID-19.

So if either the US, Russia, China and a few others were to make biological weapons and deploy them:
