I might be able to make an engine that's powered by steam. Maybe if we could put this engine onto a horse drawn carriage, and then have it run along a specially designed road. Long iron girders mayhaps?

The public transport in this country is in desperate need of an upgrade anyway. The technology already exists - Maglev trains are so much more efficient than aircraft and could potentially reach similar speeds. With the trans-Atlantic problem, bridges and tunnels are an option but again - massive initial investment.
[Disclaimer - if this is comes across like I think I know what I'm talking about, I want to make it clear that I don't. I'm just trying to get my thoughts down]
