I read that as lots of energy in the input beams, but bugger all in the photon-photon scattered output.

You are correct, of course.
The repetition rate is expected to be one shot per minute.
For weapons grade that would have to increase by a huge factor.

Thus, detection of photon–photon scattering will in principle be possible with the AG system operational in 2007.
