The simplest explanation is perhaps that the bodyguard and officer counts were accidentally switched in the middle list.

But that would mean one of the Guests would still by lying. I don't understand why Town would still be lying about that at this point in the game. BTW, if, as seems plausible to me, contra's statement that he couldn't block agent 47 is an accidental truth rather than misdirection, it seems reasonable to infer from that agent 47 is unknown to the rest of the scum team (but not vice versa as that would make NKs difficult).
