I am kinda conflicted about whether getting rid of Aza actually helps town, but he's a question mark, and he's skating.

Well, it's a better choice than where you guys were before, about to lynch the last claimed "target", IMO.
My only conflict is having viewed Aza but not even hearing back from Gonzo which leads me to think that he doesn't have any real action to speak of unless he can choose not to use it. I've seen Gonzo design some weird shit before but this role if true would just plain suck.
Maybe a goon? Regardless, his participation has really sucked.

I put in a request to "Block Aza" and I received no response / confirmation of any kind back from Gonzo, meaning that he obviously performed no action to block now that we know he was scum.

I'm thinking about how exactly the NKs work, this also has some bearing on the possibility of accidental bussing. I've been uncritically assuming basically that there's a traditional scum team and an agent 47, and they don't know each each other's identity. This would make agent 47 a traitor/lost wolf if NKs were chosen by scum (and there was a risk of agent 47 getting NKed by scum). But all NKs have been attributed to 47, and it would be harsh if the traditional scum team had no direct influence over the NKs and were in danger of losing members in "friendly fire" from 47. Does the scum team specify a kill for 47 to carry out (and, if so what happens if they happen to pick 47?)? Is agent 47 just a special member of the scum team who has to perform all kills (and, if so, do they lose all kills if both 47 and 48 die?)?

That's not what that means at all. If I'm remembering my GMs correctly during the Reservoir Dogs game as the scum blocker I never received notification of having a successful block and the blockees didn't receive any indication that they had been blocked.

what if 47 views as town, and the only way to detect him (besides the movements among the attendees) was UT?

In the FF game I just played, as don I had to make every single scum kill while I was in the game. if I had died, other scum could have made the kills.
