In the image here, is the view directly "up" from my location?

It says the declination is around 26 degrees. That means it is not straight up from whatever location it is based on.

The moon should be a bit of a giveaway.
Look straight up.
Can you see the moon?

You must be looking for the meteor shower? If so, then don't worry about the exact declination. Just look towards the correct compass bearing and you will see them. This one is predicted to be huge. I think I've seen figures of up to 1000 meteors per hour.

I chose Chicago as the closest city to my actual location. I guess I should learn the lat/long here. :sigh:

Anyway, I'm planning on using the long gun on the Moon in daytime to see how much I can get out of it. Ideal would be about 45 degrees above the horizon.

Declination is measured from the celestial equator, which is the projection of the Earth's equator onto the hypothetical celestial sphere. So, if an object has a declination of +26°, that means it's 26° from the vertical when viewed from the equator. As your latitude changes, the relative inclination to your local vertical axis changes, so that if you're at latitude 26°N, the object is directly overhead.

St Louis is at latitude 38° 37' 38" N. So your target, as shown on the map you linked, should be approximately 12° from the vertical where you are, and you should look southwards from the vertical to see it.

Percy'd do the same...
"A philosopher is a blind man in a dark room looking for a black cat that isn't there. A theologian is the man who finds it." ~ H. L. Mencken

"We ain't a sharp species. We kill each other over arguments about what happens when you die, then fail to see the fucking irony in that."

What I've found with a few discussions I've had lately is this self-satisfaction that people express with their proffessed open mindedness. In realty it ammounts to wilful ignorance and intellectual cowardice as they are choosing to not form any sort of opinion on a particular topic. Basically "I don't know and I'm not going to look at any evidence because I'm quite happy on this fence."
