Well Doctor Who has been running since 1963 (with a hiatus from 1988 or thereabouts until the early 2000s), so you've missed a few episodes.
Canada I think have always gotten some Doctor Who. You should try and get the new series though, since you actually paid towards the making of all but the most recent specials.

CBC and BBC have an arrangement, I googled it, now it's with Space. I presume that's a SF channel?
