You can. In some places in Europe, there are ATMs in public places like kiosks or supermarkets where you can withdraw cash from your bitcoin wallet.

Fun fact: they caught a criminal this way because every transaction can be tracked. And they tracked ransom bitcoin to such a machine. And then went to the place and got recorded video of the people operating the machine, identified the person by the timestamp of his visit, published his photo. And so the person was identified.
