I guess the photo is just a photo of Hitler with the moustache and hair removed with Photoshop.

I would go with that as a possibility, except that it's a recently released FBI file, dating from way back before photoshop. Or that's what was said, anyway. It could be a scam.

From the Snopes article, it is not clear whether the photo is actually from the FBI files. I couldn't find it having a quick glance at the files.

While they are making the point that the story is not valid, they published the photo with no mention whatsoever of where they got it, or where it came from originally. Which is annoying.

I didn't follow those links, and I suppose I wouldn't have anyway, as there are hundreds of pages.
I would want to see good reliable information of where that picture came from before giving it any more credence. But I find it very odd that snopes should publish that picture along with the article about the FBI files, clearly giving the impression that the picture came out of the files.
It's like they are rubbishing the story, and pushing it, at the same time.

I'm beginning to wonder if nineberry didn't get it right, that someone has taken a genuine picture of Hitler and aged it.
I originally saw it on the Snopes site, dubunking the notions, and reporting on the FBI files, and I assumed that the picture was bona fide and came from the FBI files as that is what the whole article was about, and Snopes are trying to debunk the notion, so why would they carry a faked picture?

But I can't find any reference anywhere as to where that picture came from, although it's widely scattered on the net, so I suppose it's likely it's not from the FBI files, even though it was clearly displayed as such by Snopes.

So unless the picture gets authenticated, it's probably a hoax.

For your entertainment though, I found this picture, which is clearly a doctored image, but it's a bit stunning all the same. All they seem to have done is colourise it, and remove the moustache, but it's absolutely amazing how different two identical faces can look. If I'd seen them separately, I'd never have made a connection :
