It is really quite simple. You need to have a cognitive strainer like Ratskep, or similar, and a few people knowing who/what they are looking for in regards organised 'real world' activity. Then the dissenter is given :blah: :prof: until they forget the revolution and go some place else.
What will the world be like after its ruler is removed?
