There are combinations of measures that can be taken to offset the advantage.

Neither you or Trump have laid out items that can be "negotiated" in trade agreements.

Typical trade agreement: Neither party pays import tax on most items. Then follows list of excluded items.

But, you've minimized what is in trade agreements - here is NAFTA - https://www.nafta-sec-alena.org/Home/Le ... -Agreement - it's a negotiated document, top to bottom. It's a contract.
