Well nobody is doing that. It is observably true that children from poorer backgrounds do worse in terms of school qualifications than those from better off backgrounds. Of course kids from better off backgrounds tend not to do too well on the rough and tumble of 'streets' one could argue.

The OP seems to be suggesting that poorer kids end up 'cognitively' less well performing.

Not in civilized countries, of course. Maybe in Merka, but in the first world, they have adequate safety nets and social welfare programs, free healthcare and such, that this can't possibly be an issue in places like Oz, NZ, and western Europe.

I don't think it is quite this causally linked. Poor parents tend not to encourage their children in a direction that will lift them out of poverty. Low expectations lead to low achievement and according to the research directly to lower cognitive function.

When little Johnny's parents are more interested in watching the X Factor final than in Johnny's homework, Johnny's education suffers.

I think my suggestion would be increasingly true as you go towards extreme poverty. Relative poverty in western countries is somewhat different, but it remains true that the wealthy can give more resources (books etc.) to their offspring...

Smart sorts naturally gravitate towards a wad and make love on top of it like nesting swans. The poor stupid bastards argue over their inadequate few coins. You can see how over several stable generations of a currency ie the great moderation when fiscal stability was the norm this would give the illusion the smarts and the smart money were a thing.
