A return to active anarchy required to stop a new dark age

Mugabe, Trump and so many small chips on the social progress of the previous century - how long before the organised usage of new technology gives rise to a new dark age, where life is torture. Surely we need a return to the chaos that only active anarchy can fetch, a little chaos and the monsters will still be there but a fight will be on also...with a chance to recover and even surpass the losses that a new dark age might bring?
What will the world be like after its ruler is removed?
