The character is from a comedy show called The Fast Show - very short sketches with the same characters. I was a huge fan of the show. This guy's name was Rowley Birkin QC (Queen's Councel).

This particular invention was a mumbling old alcoholic colonial type and the thing of it was most of what he said was totally unintelligible, with the occasional clear phrase dropped in so you got a sort of vague but unclear notion of what he was talking about. he always ended his sketch with '..I was very..very..drunk'.

They writers played quite a bit with pathos and some pretty dark stuff now and again. They usually got away with it too. Here's Rowley again.
