I was joking about the incompetence of course. Have you thought about automatically banning 'temporary' email addresses? Allowing only email addresses like "Gmail" "Hotmail" or "Live"?
Myself, I always maintained an ad hoc basis, not implementing large lists, since that'll only lead to a lot of people whose ip is banned. Most of the spammers are smart enough to use changing ip-addresses, emails and accounts anyway.

Project HoneyPot and StopForumSpam have solved most of the "work arounds" the spammers are currently using. They're the forum version of MacAfee or Norton.
