As I read it the staircase leads nowhere, so there is no upward path to some sort of enlightenment to follow. If the bottle were full, then it could signify the basic tenet that you might as well stop climbing those fucking stairs and get shitfaced instead. If it were empty, it would be a sign that some other fucker has already been that way and drank all the booze, so you might as well stop climbing those fucking stairs and go find a pub that's open.
