This would mean that the city council cannot prevent Catholics from silently praying the Rosary on their knees at a council meeting but it can prevent loud or disruptive praying that interrupts the meeting. The Supreme Court also recently sanctioned prayers given at government meetings, acknowledging that pre-meeting prayers were commonplace among the Founders, that Congress has been doing so since the beginning, and that it's okay for other elected officials to do so under limited circumstances. No, actually it does no such thing. In fact it requires exactly the opposite, it requires you to tolerate all peaceable expressions of religion not taking place on your private property and those in the public square are always permitted and you just have to suck it up and take it. Sans any incentive to pray coming from the business owner, if customers believe it is faith dogma to say grace--pray before eating--then they may do that whether the other customers or the business owner approve or not.
However, if said customers believe it is faith dogma to pray before a meal, then they do so without expecting any kind of discount on the bill. I wonder how many will continue to do so at this restaurant now that the discount is void, has the occurrence of praying dropped off?
