That's just one guy who made it his catch phrase, and people laugh at it. It is one of those terms which does mean both, but people avoid using it for fighting because it makes everyone laugh...

I can't wait for 75% of the population to become atheists and agnostics. When that happens, I'm going to join a religion. If we actually succeed in persuading most people that atheism is true, I'll have to strongly suspect that they're wrong about it.

His speeches are usually quite dense and difficult to decipher. I've never seen him debate but I expect it'll be similar.
