Yep, but it's selectively enforced.

ETA: It has to actually be a flag to start with, btw. If it's manufactured with the crosses instead of stars it doesn't qualify. This also allows people to sell t-shirts with flags on them. In the movie "Dick" two girls cut up a flag and make outfits out of it. In an obvious after-thought scene one asks if it's illegal to cut up a flag, and the other one says, "Not if you put it back together again!" which is, of course, a very difficult job, the seams would alter the appearance greatly.

People got really up in arms one year when several Uni students burned the U.S. flag in tandem with burning the flag for McDonald's restaurants.


I think that hit a bit too close to home for many.
