Wait and see. The point I've been making for ages is that this has been run from the centre. It is still being run from the centre, as indicated by the Cloyne Report. They give superficial support to civil policies and practices, while still adhering in reality to Canon Law and the nudges and winks from the Vatican. There will be many priests who are horrified by this, but many in charge will think it is perfectly normal. Their primary loyalty is to Ratzinger and the Vatican. All around the world it will be the same.
This guy wants to avoid a public enquiry, because he knows it will lead to a Cloyne type revelation, and damaged relationships with the Australian government, just as has happened in Ireland.
