EPA considers wetlands and small streams to be protected under the Clean Water Act (CWA). Trump and his ilk believed that this was government overreach, and so he basically directed EPA to exclude wetlands and small streams from CWA protection in order to open them up to development, mining and general polluting from industry and agriculture. I'm glad the judge threw out this rule, it was dumb and would have had pretty big repercussions with regard to opening up lawsuits against states that also have laws protecting streams and wetlands.
