Why can't we talk about police spending?

I don't want to sound alarmist or anything, but it looks like an overwhelming majority of police officers share a similar political and religious outlook. If such a group is going to have money thrown at it, then let's take a closer look.

With Trump not doing much, and most voters not aware of his statements, Trump gets a favorable rating. That would probably change if he were to run. Then he would keep his 40% that are not going to change:

Former President Donald Trump currently has a 12-point favorability over Biden, according to the Emerson poll. Compared to the 47% of poll respondents who said they are somewhat or very favorable of Biden, 59% of voters said they are somewhat or very favorable of Trump.

According to Emerson College Polling, in a hypothetical 2024 election rematch between Biden and Trump, Trump wins 45% to 42%.

Does devolution require Trump returning as President?

To answer this we need to understand exactly what a continuity of government plan accomplishes. Two of my favorite documents to refer to regarding continuity of government are:

Army PAM 500-3: U.S. Army Continuity of Operations Program

Army PAM 500-30: U.S. Army Continuity of Operations Program and Planning Procedures

These pamphlets outline the Army’s COOP program and planning procedures. Combined they mention the word “Devolution” 60 times.
It goes on, and goes pretty deep into his theory.

I've experienced a devolution of government, but not like this. This Patel seems very hopeful, and reasonably well informed, but it doesn't look like the devolution they did here, back in the day. Different circumstances, of course.
