With his lungs and his age, it should be in his own interest to wear a good ffp2 or ffp3 mask while indoors where there are other people.

Perhaps. But for people with chronic respiratory conditions like Scot's I think it's more important that everyone else wears a mask for his protection rather than him possibly having trouble breathing to protect them. Those who can wear a mask without respiratory distress should so that those who can't don't have to.

I spoke with a pneumologist. He said, he's not going to write any attests that people don't have to wear masks. He said a person whose condition is bad enough so that they cannot wear a mask for more than a few minutes is not fit enough to go shopping on their own anyways.

What he said is that people that can't wear masks (because of lung problems) won't be able to walk to stores on their own even when not wearing a mask.
Dutch supermarkets aren't big enough for people to drive around with mobility scooters there ;-)

You still dont get it do you. Quoting rags does not help. This what the Kabinet wants but it still has not gone through Parliament. These measures are being taken under a temporary law but has to be confirmed by Parliament. The authorities cant issue fines. It is a sort double bluff. The shopkeepers are enforcing a law that already existed. So nothing new which is why some are not because they cant be fined.
