I thought maybe the government was using whatever strategies they had, to delay coming land claim settlements and slow all negotiations because if those treaties get settled, Canada won't be owned by Canada anymore, or mostly.

I know that all our government workers write flawless documents now, but back in the day, things may have been a lot sloppier.
