What in the World Happened to Elise Stefanik?

Those who know Ms. Stefanik well consider her smart and talented but hollow at the core. She is an individual of “ambition unmoored to principle,” as Barbara Comstock, a Virginia Republican who served in Congress with Ms. Stefanik, told me.

Margaret Hoover, the host of “Firing Line,” who worked in the Bush administration with Ms. Stefanik and was consulted by her before her run for Congress in 2014, described her as a person of “sheer ambition and not principled at all.” Another Republican — a former member of Congress who served with Ms. Stefanik and worked closely with her — also spoke to me of her towering ambition, invoking Icarus, the Greek mythological character. “She’s flying too close to the sun,” said this person, who requested anonymity in order to speak openly about her transformation.

People who worked with Ms. Stefanik say that during the 2016 campaign, her reaction to Mr. Trump was quite negative and that she was particularly disgusted by his attitude toward women. She considered Mr. Trump’s comments on the “Access Hollywood” tape sickening — and like many others, she assumed he would lose the election. He didn’t, of course, and Ms. Stefanik, like so many other Republicans, began the process of accommodation. Soon hers would be complete.

But the most important inflection point was the first impeachment trial of Mr. Trump, in 2019. Ms. Stefanik accused Adam Schiff, the Democratic chairman of the committee overseeing the impeachment trial, of trying to silence Republicans and clashed with the former U.S. ambassador to Ukraine Marie L. Yovanovitch, whose testimony about Mr. Trump was damning.

Mr. Trump was thrilled by Ms. Stefanik’s performance; he called her a “new Republican star” on Twitter. Her life changed after that. She became much better known and was able to raise a lot of money from her new position and with her new posture.

The red states, led by Texas, find a sympathetic district court judge, usually based in Texas, to target for the first hearing, which ensures that the case rises into the Fifth Circuit Court of Appeals, perhaps the country's most conservative, and then from there reaches the Supreme Court, which is now dominated by six GOP-appointed justices. Leopold calls this the "anti-immigrant judicial pipeline" and says it has become a template for blocking federal action far beyond issues of migration.

'Why did the GOP reject a bill to help veterans exposed to toxins?'
It may not have been the highest profile legislative fight of the year, but the Senate was expected to do something important for a sizable group of American veterans last night. As The Hill reported, Republicans had other ideas.
Republican lawmakers blocked passage of a bill in the U.S. Senate Wednesday that expands healthcare coverage for military veterans who were exposed to toxins and burn pits during their service. All Democrats and eight Republicans voted for the Sgt. 1st Class Heath Robinson Honoring Our PACT Act, but the 55 yes votes fell short of the 60 needed to end a filibuster in the Senate. Three Senators did not vote.
In case anyone needs a refresher, let’s circle back to our earlier coverage and review how we arrived at this point.

In his State of the Union address in March, President Joe Biden highlighted an issue that doesn’t generally get a lot national attention: U.S. troops stationed in Iraq and Afghanistan who were exposed to toxic smoke from burn pits. “These burn pits that incinerate waste — the wastes of war, medical and hazardous material, jet fuel, and so much more,” the president explained.

As a result, servicemen and women who breathed in fumes from these burn pits often return home and experience serious symptoms. There are concerns that prolonged exposure to burn pits might even be responsible for giving some veterans cancer. Indeed, it’s no secret that the Democrat believes toxic exposure may have contributed to the brain cancer that killed his son.

With this in mind, Biden called on Congress to approve a law “to make sure veterans devastated by toxic exposure in Iraq and Afghanistan finally get the benefits and the comprehensive healthcare they deserve.” The legislation, known as the Honoring Our PACT Act (Promise to Address Comprehensive Toxics Act), would expand treatment eligibility, and it has plenty of champions on Capitol Hill.

Indeed, for a while it seemed like a fairly easy legislative lift, despite some Republican opposition. The bill easily passed the Senate in June — only 14 GOP senators voted against it — and the House followed suit a couple of weeks ago, passing the measure 342 to 88. (All 88 opponents were Republicans.)

There was, however, a slight hiccup in the process: The House made a technical fix that required the Senate to vote on it again. In theory, that shouldn’t have been much of a problem. After all, an effectively identical bill passed with 84 votes last month.

But in practice, it needed 60 senators on a procedural vote last night, and it ended up with 55. (It had 56, but Senate Majority Leader Chuck Schumer had to switch from “yes” to “no” for procedural reasons. He fully supports the legislation.) All 42 opponents — many of whom had already voted for the same bill in the recent past — were Republicans.

The Military Times reported Republicans scuttled the PACT Act because of “a surprise deal on health care and environmental policies announced by Senate Democratic leaders.” In other words, Schumer and Sen. Joe Manchin struck a deal on a domestic package, and Republicans were so outraged by Democratic efforts to govern that the Senate GOP threw a tantrum — one that would undermine veterans’ needs.

We have neighboring states that have not banned abortion. Outgoing gov'nor Rickets apparently did not have the votes to ban all abortion. Therefore he did not call for an extra session before Nov. Pay is so low that our state senators only work 6 months.

Sinema has obliged by, among other things, refusing to close the so-called “carried interest” tax loophole that mostly benefits private-equity investors and hedge fund managers by treating their pay as capital gains (at a tax rate of 24%) rather than as ordinary income (37%) – even though their pay is ordinary income, since they risk none of their own capital.

By contrast, Manchin wants to close the loophole – or nearly so. (Manchin’s bill would lengthen the amount of time private-equity and hedge-fund managers must hold their investments to qualify them for capital gains.)

“The only thing I was adamant about was the carried interest,” Manchin told reporters last Thursday. Manchin’s aversion to the loophole isn’t new. Last year he joined two other Senate Democrats in sponsoring a bill to close it.

Closing the carried-interest loophole is the only tax increase on rich individuals in Manchin’s compromise bill. The rest of the tax hikes are on corporations.
