So question: How is it possible that Guan belongs to the US but its inhabitants are not allowed to vote in federal US elections? Seems like a leftover from the age of colonialism to me.

Well, it is rather a "leftover" from the United States' relatively small participation in colonial days. The US didn't start having colonies really until the Spanish-American War, when Spanish colonies went over to the US, and almost all of them were freed, except Puerto Rico. Other countries also have "leftovers", such as France which maintains current colonial holdings in the Americas as follows: Îles des Saintes, Marie-Galante, la Désirade, Martinique, Clipperton Island, Saint Pierre and Miquelon, Collectivity of Saint Martin, Saint Barthélemy. France also has Crozet Islands, Kerguelen Islands, Île Amsterdam, Île Saint-Paul, Adélie Land, in and around Antarctica. And, in French East Africa, they have Reunion, and Mayotte, among others.

AFAIK those are all allowed to vote in the French elections for parliament and president.

Indeed they are, even citizens from places that are 'territories' rather than 'departments', like Tahiti and French polynesia, or New Caledonia (until the kanaks get independence) vote for the president and have legislators representing them.
