What he caved on was demanding $1.4 billion in money for the wall to be included in the omnibus spending bill, which the Democrats said would not pass if any such money was included. The Republicans could try to use a legislative process called budget reconciliation to circumvent filibusters, meaning they would need only simple majority approval from the Republicans in each chamber. What does it matter what Democrats say when they are the minority grouping in both houses? Surely, given the precedent of the rule change on voting proportions for supreme court nominations, all the Republicans have to do is revoke the 'sequester' obligations that cap military and domestic spending increases along with the filibuster rule that Republicans previously insisted be associated with that measure? Sure, the Democrats think that the budget proposals stink, but that shouldn't be a concern for the Republicans in control of the three branches of government.
