This phenomenon violates the principle of one person, one vote because, although many prisoners come from (and return to) urban communities, they are counted as "residents" of the rural districts that contain large prisons, thereby artificially inflating the political representation in districts with prisons at the expense of voters in all other districts without prisons
It does not matter if the person who votes for the Democrats or Republicans is a Democrat or a Republican. All that matters is the vote itself. As far as the outcome is concerned, that is the biggest problem of any first past the post system. It is somewhat reduced under a preferential voting system, and somewhat reduced by the multi-member system, but as you say, no system is perfect.laklak wrote:and completely ignores independent voters and minor parties.
