It needs a carcass that surrounds the whole thing, like a conventional balloon tire. Might overheat though...

I don't think that there's a material that would do the job in those wheels, long-term.
Air is a great shock absorber. It's very light and it doesn't wear out. Those wheels have to do the job that the air does, without significant wear. And be cheap to make.

For that reason, I'm out.
