Politicians have been manipulating information via the internet for years, and a whole heap of them are leaders of democratic governments. Have a look at the Wikipedia, for example. Entries concerning themselves have been edited thousands of times by their collaborators, public servants and even themselves "to correct unbalanced views" in the UK, in the USA, in Australia and undoubtedly in most other countries regardless of the type of government they are ruled under.
I'd be really surprised, though, if it was discovered one day that governments ran institutions that conduct indiscriminate surveillance programs on any and all of its own citizens simply because they can.
