After Michael Sata's death on October 28, 2014, Scott became acting President of Zambia. The constitution of Zambia requires a new election within 90 days to permanently fill the office. It was noted that he was the first white President in Africa since the last apartheid-era State President of South Africa, F. W. De Klerk.

The Zambian constitution requires for Presidential candidates to be at least third-generation Zambians, thus Scott is ineligible for the forthcoming election.
