So I was watching an interview with some Lib-Dem moaner yesterday demanding that the Government dredge the rivers blah blah blah because the farmers and landowners in the region have some wet land. Apparently the Landowners have known for ages that the rivers needed dredged. Which lead me to wonder, who owns the land where the rivers flooded? Are those landowners (and gay marriage clearly) not ultimately responsible? Do they not have a duty to dredge the rivers on their property? Why should the government be responsible and taxpayers be bailing them all out? When we had gales here and my friend's flat was flooded after a chimney fell through the roof of his upstairs neighbours, they were all considered responsible for poor upkeep of their communal building areas, not the taxpayer.

Am I missing something important or are the landed just ripping the piss again?

Actually, I'm for selling all the inhabitants east of the Wales-Devon border and South of the Tweed into slavery and attributing the vacated lands to the new states of Cymru, Alba and Kernow.

I guess rights and responsibilities should be on any title deeds; when I lived with my ex, who is a landowner, the title deeds clearly demarcated which areas of the land (and any rights of way/utilities extending into neighbour's lands) he was responsible for and what, if any, duties he was responsible for concerning said areas. If this isn't the case for these landowners in question ( I mean if the landowners have no such clarifications on their deeds) then I can imagine the government will be liable for the costs of reparations; I'm not sure of the law in such instances.

Given that these deeds are in fee simple from the Crown that retains a lot of rights to those lands, like mineral rights or the right to tax (as opposed to allodial property), the responsibility might equally be deemed to rest with the Crown.

It seems that the main gripe that farmers and landowners have is the lack of river dredging, which the government is (apparently) responsible for.
