The announcement of the new emergency alert system came Monday in the wake of Osama bin Laden’s death and an uptick in security and safety concerns around New York City.
The Federal Communications Commission and the Federal Emergency Management Agency said the system will warn people about terrorist attacks, natural disasters or other emergencies.

Looks like it's presently limited to NYC, but there is no reason this can't be national.
Provided you get to sign up and opt out, no problem. But I don't want the government co-opting my private communication device/network for it's own use, thanks very much. We already have an "Emergency Broadcast System," and we don't need the government intruding into the cell phone networks, because if it has authority to send one kind of message, it can send other messages, like propaganda messages.
Leave my cell phone alone, thanks.
And imagine the chaos if the system is hacked and false messages are sent out en masse. It could cause a panic that's worse than the purported disaster.
Bad, really bad idea.
