It wouldn't solve the global population problem. There was a increase in birthrate after the stressful original 9/11 event. So even a maxed out multimegaton burst from a stolen soviet era nuke, might kill a few milion but within a year would increase the overall stress and hopelessness of the proles to go into a propoagation frenzy and replace these numbers many times over.
